Send SignalR messages to groups #30

When driver approves a review instead of sending messages to all users send messages to particular groups (roles).

Add every user to group on connection (Mechanic, Operator, Dispatcher, Manager)
Whenever user approves a review based on the current stage of check point send review to the specific group instead of all users.
