Support over Ruby v 2.3 v2.4+

Final 3.x version. Next will be 4.x.
We must implement action APIs in this lib which has been implemented in selenium webdriver for backword compatibilities. (Will check later)

For including extensions => SeleniumHQ/selenium#9172
EXTENSIONS = [] will make the extensions empty.

Almost done for initial v4 integration.
#333 is still in the issue list, but it is for future work.
