Create dotfiles command #1

Remove the scripts/ directory. Replace it with a single dotfiles command that scans the modules for executable plugins. Each executable plugin should have a help file. Running dotfiles without an argument should list the dotfiles plugin commands.

Eventually the dotfiles command should also be able to enable/disable modules.
