Reliability in cloud setup

I am running my Identity Server 6 instance in Azure. I want to improve the reliability by hosting in multiple instances across several availability zones in Azure. Which pattern is recommended for managing state (data) across more that one instance?

Two options:

• Use a replicated database. Requirement: it must have immediate consistency across replicas.
• Create a custom persisted grants store that handles this on the application layer. We can help with that using our consulting services if you need assistance.
