protoc recently changed versioning scheme, and as of now 21.4 supposed to be the latest, but asdf latest protoc shows 3.20.1

Just giving a little bit more information, fixing this requires implementing paging when calling list-releases from the Github API.

A temporary fix would be to set the per_page parameter to 100 (default is 30):
