Reason: Consistent terminology with the GUI Opacity option.

Will require changes to settings screen, and updates to anything that uses overlay transparency.

From #1267 (comment) :

We changed window from transparency to opacity
Why not we also change overlay transparency to opacity? There was a helper class made for that U.UOpacityValue

The opacity is 1.0f-transparency so it should be straightforward change to the tools using this value.

Additionally, overlay opacity should have a lower limit to prevent issues like #1409
