Logging Parser

Was agreed with Pete that the parser for simulation/ensemble logs should be somewhat standalone and in both C/Py so users can parse logs without requiring full lib.

It will also be necessary to add tests that parse the logged json/xml when this is complete

This idea needs some refinement and discussion before implementation.
