Python 3.6 is no longer supported IIRC, so we probably want to remove this from the Draft-Release action workflow.
3.11 will also be releasing ~24th October 2022, at which point it will want adding to the matrix (and testing). We could potentially do an early test to check for compatibility via the release candidate
Remove Python 3.6 from the release wheels
Add Python 3.11 to the release wheels, after 2022-10-24
Add Python 3.11 to the regular CI jobs where appropraite, after 2022-10-24.
