Feb 7 update from spack develop broke CI container builds

Most likely this is because I didn't update the explicit package versions in the jedi-ci package list in configs/containers/specs/jedi_ci.yaml.

To Reproduce
Look at https://github.com/JCSDA/spack-stack/actions/runs/7826546713/job/21352617094 - can rerun via workflow_dispatch.

Expected behavior
Versions are updated so that the build proceeds
