Create a proper Contribute section

Create a proper Contribute sectionAt the very least draft a comprehensive paragraph to go in the Contribute section of the README files.

If necessary, create a wiki, directory, or anything else sufficient if more length/detail is needed.

Add it to my

• Portfolio Website README file,
• LearningDirectory README file (here https://github.com/JamieBort/LearningDirectory/tree/master?tab=readme-ov-file#contribute),
• Personal Dashboard README file, and
• The appropriate GIT directory in the Learning Directory repo (for future reference)

Note, this Issue JamieBort/Personal-Dashboard#28 exists.

UPDATE - make note of my comments made regarding these Learning-Directory/Git/contributing/contributing_examples/. There are things I'd like to copy.
To that end,

• Update my current CONTRIBUTE.md template.
• And update the existing CONTRIBUTE.md files in my repos.
