Have consistent restart status during "pop-down"

If you switch to a different section while a restart is happening, the pop-down will come back and sort've reset itself.

It would be nice if this could be baked into the __layout.svelte file, but would rely on sveltejs/kit#627 to be in place first.

Alternatively, we could keep the messages in a svelte store for it to be up-to-date across UI elements. I may end up changing how it works in the future as it is very rudimentary right now (effectively hard-coded).
