Not all research software is created equal. The Australian A National Agenda for Research Software proposes different categories of research software: analysis code, prototype tools, infrastructure software. This model has also got some traction on the EVERSE project:

In my opinion, it would make sense to have different recommended templates for different types of software, instead of a single "Recommended" setting.
