base_export_manager export restriction not working

Describe the bug

When configuring the base_export_manager module to restrict user's rights to export documents, by only allowing specific models, the user is still able to export all models using the cogwheel icon.

To Reproduce

Affected versions: v17 (no other versions tested)

Steps to reproduce the behavior:

1. Configure and log in with a user that has no export_access right on the res.partner record.
2. The user can still export using the "Export All" button:

3. Selected records can no no longer be exported using the Actions button (which is expected behavior)

Expected behavior
The user has no export rights on the model, so besides not being able to export selected records, the cogwheel > Export All option should also not be available to the user.
