ogr/ogrsf_frmts/shape/COPYING: remove that LGPL license file

The presence of that file causes some confusion.

This is for shapelib, and shapelib is licensed as
SPDX-License-Identifier: MIT OR LGPL-2.0-or-later

We opt for the MIT option for the shapelib copy in GDAL
