[Bug]: Enabling "Always show all networks on the Lora page" still hides Textual Inversion files of the version incompatible with the selected checkpoint

What happened?

Enabling "Always show all networks on the Lora page" still hides Textual Inversion files of the version incompatible with the selected

Steps to reproduce the problem

1. Put textual inversion (embedding) files of SD 1.5 and SDXL in the embeddings directory
2. Start stable-diffusion-webui-reForge
3. In the Settings, make sure "Always show all networks on the Lora page" is checked (if it is not checked, check it and restart)
4. Load the checkpoint of SD 1.5
5. Open txt2img and go to Textual Inversion tab
6. Push the 'Refresh page' button

What should have happened?

Textual Inversion tab shows the textual inversion for both SD 1.5 and SDXL

Additional information

If this setting of "Always show all networks on the Lora page" only applies to Lora, please create a settings item for Textual Inverison as well.
