Include DB table 'scheduled_actions'

Include a new Table on the DB for saving the information about the scheduling assigned to a specific cluster.
Table definition proposal:

CREATE TABLE IF NOT EXISTS scheduled_actions ( cluster_id FK, timestamp (always on UTC to avoid confussions , action (on/off) enabled bool );
