Related to #138

Would be great if we had a button in one of our QGIS plugins to generate a GeoJSON project bounds file. Some features:

Pick a layer in the current map to operate on.
Can handle both geographic and projected layers but always output in WGS84.
Gives the option if polygon layer to simply union and dissolve polygons or...
Creates a CONCAVE (not convex) hull around the outer extent of the data.
Perhaps even an option to use just selected features?
Control the precision of the coordinates in the file?
Options around single part or multipart?
