you have something wrong with installation. release doesn't have context.xml in that location, but context.xml.xz. I have checked installation process on new environment and went with no issues. please use Eclipse Marketplace to do that

I have tested that today twice and "works on my side".
if that doesn't work for you, you can install released plugin zipped from Github.
