It appears that Rails 6 has fixed the monkeypatch issue (cf: rails/webpacker#1155 (comment)).

Deprecation warnings appearing now in Rails 6:

DEPRECATION WARNING: No longer need to monkeypatch ActiveSupport::TaggedLogging!
DEPRECATION WARNING: No longer need to monkeypatch ActionDispatch::DebugExceptions!
