Describe the enhancement requested

The following subdirectories need to be implemented in the Meson build system:

  • Add tensor directory to Meson
  • Add vendored directory to Meson (??? perhaps not required with Meson's subproject handling)
  • Add acero directory to Meson
  • Add gpu directory to Meson
  • Add dataset directory to Meson
  • Add filesystem directory to Meson
  • Add flight directory to Meson
  • Add ipc directory to Meson
  • Add adapters/orc directory to Meson
  • Add engine directory to Meson
  • Add adapters/tensorflow directory to Meson
