Give goose hints when schema has changed #4840

Problem
Things can change between user's prompts to goose. Goose can sometimes assume the old schema is the current schema and not recheck it.

Make FTL status include a hash of the schema
Before each user prompt, tell goose the current schema hash and tell it to look up the schema if it has changed
