Found while testing #15022
Wallet balance isn't shown correctly after sending one-time/recurring tips to various pubs

Steps to Reproduce

1. Clean profile 1.24.x

2. Send a one-time tip of 1.37 BAT to few verified pubs ( I have sent tips to following pubs
   https://www.twitch.tv/ilikeblueturtles
   https://www.youtube.com/channel/UCD7siefto4I33L4U61IU5LQ
   https://twitter.com/emerick/
   https://yachtcaptain23.github.io/
   https://www.3zsistemi.si/
   https://www.reddit.com/user/jsadler-brave)

3. After sending one-time tips wallet balance is showing as 21.000 BAT instead of 21.78 BAT

Actual result:

Wallet balance isn't shown correctly after sending one-time/recurring tips to various pubs

Expected result:

wallet balance should be correct

Reproduces how often:

Always

Brave version (brave://version info)

This issue is arising when we send a tip via Uphold wallet also:

Original wallet balance:

Sent a one-time tip of 0.25 BAT to verified pubs https://www.twitch.tv/ilikeblueturtles

After sending one-time tip wallet balance becomes 32.403 BAT instead of 32.390 BAT

Note: After sometimes ~10 to 15 secs the wallet balance becomes 32.390 BAT
