Cookie, certificate and site settings become inaccessible when all site permissions are disabled

Description

"Site config", "certificate" and "cookies" buttons became out of the screen range, and there is no way to reach them because site settings panel has no scroll (see screenshot)

Steps to Reproduce

1. Choose any site, go into configuration
2. Disable all permissions
3. Click to the site config again

No bottom panel buttons:

Site config panel has scroll.
