Issue Description

As part of the 0969 work, we will need to pre-fill as much of the FE as we can with the payload we have for the veteran. This can likely be copied directly from the pension form.

Tasks

  • Pre-fill the veteran information where applicable. (get existing pre-fill info, nothing new)
