Issue Description

As part of the 0969 work, we need to make sure that the controller can handle requests from the front-end. The controller should validate the payload, generate a PDF, and then fire off a sidekiq job.
This can be copied from pension.

Tasks

  • - Setup backend controller and sidekiq jobs.
