Multiple occurrence found when reference template for specific version has missing files and templates, we have to ensure a valid chart before push to git repo.

Describe the bug

• Multiple occurrence found when reference template for specific version has missing files and templates, we have to ensure a valid chart before push to git repo.
• Check charts in database make sure reference template and chart location compatible.

Solution

• Copy reference template from source code to targeted version folder if files are missing.
