[Canvas] Add Telemetry for flot-based Function Usage / Function Usage in General

Prerequisite for #83029

Let's gather telemetry on which functions are being used in workpads, particularly those with a dependency on flot.

The minimum requirement would be to understand the impact of removing flot from Canvas, and the impact of removing the functions wholesale in favor of Lens embeddables. The long tail would be to know which functions the most used overall.

We'll need this early in 7.x to make a decision for 8.0.

closing this as the flot removal has been partially completed and we are currently not adding telemetry updates to Canvas. If we start to prioritize Canvas integration into Canvas again we may reopen this, as this sort of telemetry will become very important.
