What Happened?

Window Menu -> Move and Resize are broken
Wingpanel window drag is broken and causes #2009

Steps to Reproduce

Try using window menu to move/resize or drag window from wingpanel.

Expected Behavior

Window drag is correctly performed.

8.x (Early Access)
