As of v1.0.0, bits-ui no longer uses Melt UI under the hood, so I'd like to second this. |

Describe the feature in detail (code, mocks, or screenshots encouraged)
Something similar to the Date Field, but for time. Basically brings parity with
<input type="time">Edge has a pretty nice implementation of this, but I think even a simple version without the popover would be good to have.
What type of pull request would this be?
