This behavior happens if you are running hyprpicker on the scaled monitor where it won't freeze until the mouse is moved. The same happens if you run hyprpicker on a secondary monitor and won't freeze until the mouse is moved on the scaled monitor.
It does use the frame from when it was started when moving the mouse on the monitor so it isn't related to capture just freezing the display.
It does freeze when the screen is viewed through obs when it isn't on the same screen(It is low fps but shows a moving screen when on the scaled monitor). But isn't actually frozen on the screen.
