Migrate to Django 5.2 LTS #563

Django 5.2 will be released in April of 2025, which will be a long term supported version. https://docs.djangoproject.com/en/5.2/releases/5.2/

Support for the current version will end early 2026. Support for the new version will end early 2028.

This requires an upgrade of postgresql to version 14 or higher (currently at 12)
The current python version (3.10) is sufficient, but 3.13 and perhaps 3.14 are interesting due to speed improvements and generally staying up to date.
