I Restricted the questionnaire only user osh can access
But can't find the recipient

yes, this sample is a quiz.(It may also be other type)
setting step.

●This courses participant

●Topic 1 access only user josh

●Login with josh can access this quiz.

●But can't receive Reminders

@wai52168 Sorry for the late response. Thanks for your detailed explanation.
Will try to reproduce this in my local instance.

Ideally, this user filtering must be provided by Moodle core itself. The reminder plugin should not do those string comparison and filtering outs.
I will check and also will fix if this indeed can do with a moodle core function.
