We have a card view mode in LocalGov Core.

We also have a PR to add a card template and CSS to LocalGov Base, which styles cards exactly like the featured news items.

Let's now set the featured news to use this card view mode.

Then other modules/developers/etc might start to realise the card view mode is there and also use it.
