Provide a way for a user to opt-out of the cut_edges updater (for replays)

The cut_edges updater is pretty expensive (in comparison to the rest of the Partition creation process -- it is still negligible in the context of a chain run). Currently, we force-add the cut_edges updater and do not provide a way to opt-out. This should probably change (or at the very least, we should make users aware of this behavior).
