リンク先が /admin/settings を指しており、問い合わせ先URLが入力できる

リンク先が /admin/moderation を指しており、問い合わせ先URLの入力欄が存在しない

📝 Steps to Reproduce

1. /admin/settings にて問い合わせ先URLを空欄にして保存しておく
2. タイトルの文言が表示されるので、「設定する」リンクを押下する
