Plotting frame changes to body centered inertial when using Revert to Launch

Cauchy introduced unification of speed display and plotting frames and as such is supposed to switch to body centered body fixed frame when in atmosphere, on ground or at launch time. This works most of the time. The plotting frame is set correctly when coming from VAB/SPH, but switches to BCI if 'Revert to Launch' option is used.
