For an Admin user, if the group data access is set as "user" and data access is set as "admin", all data is visible but there is no option to search by group or user.

If group is set to "user" and data access level "undefined" the same thing occurs for an Admin user.

Setting group to "admin" and leaving user undefined gives correct function
