Description

Implement a Dev Service starting the LRA coordinator in dev and test mode if the user configuration does not specify the coordinator url.

For which service are we talking about adding "Dev Services"?

Dev Services already exist. What needs to be done is: a dev service starting the LRA coordinator. I will change the title and description of the issue.
