Web UI should show if a newer version of a crate is available

Possibly related to #510 but different, it would be great if, like docs.rs, crates.io showed whether the version someone is viewing is the latest or not and, ideally, allow users to click to view the latest e.g.,

Go packages

As of this writing, if I go to https://crates.io/crates/serde/1.0.217 I don't see anything that indicates whether that's the latest version or not. This could be linked to externally based on some popular discussion or maybe I clicked on something to get more info from another project that took me to a specific page.

I could envision something like Go, but I'm not UX designer:

Sorry, but I just realized I searched the issues for an existing item but not discussions. There was another about a year ago but with no mock ups, so maybe this is still worth it?

As the author of #10235 , I only really care it gets implemented, not where the discussion is.
