I think websites that deploy only TLSv1.3 should be considered A+.
I enabled TLSv1.2 and TLSv1.3 simultaneously and my server received an A+.

Duplicate: #863, #853, #815, #786, #711. TL;DR: since FALLBACK can’t be tested, you can’t get A+. That’s silly, but the devs never acknowledged this.
