[mangle] Fails to fetch locale resources in mangled sources

Root Cause

When the class name of a target element is mangled, is property cannot provide the correct custom element name and thus the fetching fails

Workarounds

Option # 1: Provide explicit static get is() { return 'my-custom-element-name'; }
Option # 2: Avoid mangling class names
- Enable keep_classnames (terser), keepClassName (babel-minify) options

Notes

Feasibility of mangling has NOT been verified well
Mangling should be avoided for now if possible
