Challenges with Conformance: Goals section point #1 needs breaking down for readability

Editorial comments - I had to read the Goals list item #1 several times to attempt to understand it. Having a single sentence that is multiple lines long is extremely difficult to parse.

For that matter, it seems that some of the language in this document could be simplified to be more easily understood. I ran a readability checker that uses various scoring mechanisms and all of the indexes showed readability scores of less than 20% out of 100%.
