The Target audience set up step uses a multi-select input field to allow merchant to select which countries they would like to target e.g.

I'm unsure whether we have an existing wordpress or woocommerce multiselect component that we can readily use or modify.

Let's look at either:

enhancing something that already exists OR
make one and contribute it back.

Dan mentioned the SelectControl component may be able to be used.
