Create a proper Contribute section

Work on this Contribute section of the repo readme.

Add more information.

Create a proper Contribute section. At the very least draft a comprehensive paragraph to go in the Contribute section of the README files.

If necessary, create a wiki, directory, or anything else sufficient if more length/detail is needed.

Note, this Issue JamieBort/Portfolio-Website#14 exists.

Do this last

For each of these

• Personal Dashboard
• Portfolio Website
• Learning Directory

repos,

• add the LearningDirectory/Git/contributing/contributing_template.md file to the repo,
• adapt the template to that repo, and
• add a reference to it in the root directory README.md file.
• If necessary, tweak the contributing_template.md file in the LearningDirectory/Git/contributing/ directory so that it is better suited to my repos moving forward.
