What does this PR do?

Add mocha configuration file and increase default timeout.

Motivation

Tests often take 1-2 seconds to run which seems to be caused by garbage collection happening at random points in time. This results in tests failing because the timeout is currently 2s. By increasing the timeout, these tests should stop being flaky.
