What does this PR do?

Make cache action Unix compatible and update test agent.

Motivation

It turned out that 7zip doesn't properly support symlinks on OSes other than Windows. Switching to tar fixes the issue and keeps pretty much the same performance profile.

I also updated the test agent because it was fairly old and the new test agent starts about twice as fast.
