What this PR does / Why we need it:
Creates a new pull request template to encourage structured pull requests on the repo.
Creates a GitHub workflow (based off of https://github.com/googleforgames/agones/blob/main/.github/workflows/label-pr.yml) to label a PR based on the kind defined in the pull request template.
