spack updates for Intel oneAPI compilers

Description

Updates needed for compiling neptune-env with oneapi@2024.1.0: :

• py-netcdf4 now matches spack/develop as of 2024/05/14
• Minor updates of hdf and fckit for oneAPI
• Conflict for wgrib2 (this version simply doesn't build with oneAPI, but it doesn't matter since a new version of wgrib2 was recently released that has a cmake build; let's try that once it is in spack)

I've tested this branch on my Mac using apple-clang@15.0.0 and these changes all work. However, I'm still seeing the issue with py-jupyter-server as noted in JCSDA/spack-stack/issues/995
