ROS node for SCB

Build for development

host$ cd util/workspace
host$ docker compose run --rm rosbuild

Exec on IPC

host$ cd util/workspace
host$ docker compose run --rm roslaunch

Update firmware

host$ docker exec -it <scbdriver container> bash
container$ source devel/setup.bash
container$ rosrun scbdriver updater <firmware>
