Description

• splited tests workflow into build and tests workflows
• limited Python versions to last three recent versions
• turned the fail-fast flag on

Instructions to review the pull request

• There should be check only for Python 3.10, 3.11 and 3.12
• There should be test and build workflows for each Python version
